Presentation :

L’iFRAP, Institut Français pour la Recherche sur les Administrations Publiques (French Research Institute on Public Services), is the first French think tank, by its age (1985) and by its influence. In its monthly magazine, S ociété Civile, the Institute publishes investigative reports on the State, public administrations et public policies. Through its detailed reports, buttressed with international comparisons, iFRAP develops proposals for concrete reforms in various domains such as enterprise and job creation, the fight against unemployment, the control of public expenditures, the future of the health and education systems.

Nonpartisan, the Institute seeks to bring to the attention of France’s leaders and politicians the proposals issued from the investigations and analyses presented in Société Civile and thereby participate in and contribute to the reform of the State

Principal activities :

In the monthly journal, Société Civile, iFRAP publishes investigations, analyses, interviews and statistics. Our work is frequently cited in the mainstream media.

The Institute also organizes events at the National Assembly on current topics such as employment,  enterprise creation and tax issues, …

Our recent colloquies include : « Does a French social model still exist ? », organized with the group of deputies Génération entreprise and La Revue Parlementaire, May 2, 2006 ; « Public Hospitals  : what Future ? » organized with deputies Bernard Debré and Paul-Henri Cugnenc, March 23, 2005 ; « Public expenditures : is Parliament a spectator or an actor » organized with the group of deputies Génération entreprise, June15, 2004.


Goals of iFRAP’s activities :

iFRAP seeks to alert Civil Society to the problems of the control of use of public funds, the reform of the State, and the creation of enterprises. The investigative reports published in Société Civile are widely reviewed and quoted in the mainstream media, which allows us to influence a wider public beyond our subscribers. Further, these reports based on analysis of fact, have revealed the deficiencies of our system, and thereby, enabled us develop proposals for reform, which we present to Ministerial cabinets and Members of Parliament.

Bernard Zimmern is the author of a number of best-selling books which resulted from iFRAP’s investigations, including Profiteers of the State (Les Profiteurs de l’Etat - Plon, 2000), Dictatorship of the Unions ( La Dictature des Syndicats - Albin Michel, 2003) and Nicolas Lecaussin is the author of the recent book This State Which is Killing France (Cet Etat qui tue la France - Plon, 2005).
